Higher Education Emergency Relief Fund Reporting- Student Portion- Emergency Financial Aid Grants to Students (30 Day Report- May 13, 2020)

The Ä¢¹½ÊÓƵ was allocated, applied for and received a total of $2.6M under Section 18004(a)(1) of the Coronavirus Aid, Relief, and Economic Security ActÌý (the "CARES Act") to provide emergency financial aid grants to students. Given that the vast majority of our students are fully online and, as a result, have been deemed by the U.S. Department of Education to not have expenses related to the disruption of campus operations due to coronavirus, we have decided to grant this allocation to other University System of Maryland institutions to benefit their students who have been impacted by such coronavirus-related campus disruptions. In accordance with the 30-day reporting requirement of Section 18004(e) of the CARES Act, we submit the information below:

1. We acknowledge that we submitted to the Department the Certification and Agreement. We will ensure that whichever USM institution(s) to whom we grant our allocation will use no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students
2. The total amount of funds we received from the Department pursuant to the institution’s Certification and Agreement for Emergency Financial Aid Grants to Students was $2,605,282.00.
3. As of May 13, 2020, such funds have not yet been distributed to students under Section 18004(a)(1) of the CARES Act, since we are in the process of identifying other USM institutions to whom the funds will be granted. We will ensure that both Ä¢¹½ÊÓƵ and such institution(s) report this information when available.
4. Since no Emergency Financial Aid Grants have been distributed to students under Section 18004(a)(1) of the CARES Act, at this time we cannot report the estimated total number of students at the institution(s) eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act.Ìý We will ensure that both Ä¢¹½ÊÓƵ and such institution(s) report this information when available.
5. Since we are in the process of identifying other USM institutions to whom the funds will be granted, no students have received an Emergency Financial Aid Grant under Section 18004(a)(1) of the CARES Act.Ìý We will ensure that both Ä¢¹½ÊÓƵ and such institution(s) report this information when available.
6. Since we are in the process of identifying other USM institutions to whom the funds will be granted, we are unable to disclose the method(s) used by such institution(s) to determine which students receive Emergency Financial Aid Grants and how much they would receive under Section 18004(a)(1) of the CARES Act. We will ensure that both Ä¢¹½ÊÓƵ and such institution(s) report this information when available.
7. Once the grantee USM institution(s) are determined, we will report, and ensure such USM institution(s) report, any instructions, directions, or guidance provided by such institution(s) to students concerning the Emergency Financial Aid Grants.

Each subrecipient has agreed to promptly return any unused Grant Funds to Ä¢¹½ÊÓƵ at the conclusion of the Grant Period unless alternative arrangements have been agreed upon by Ä¢¹½ÊÓƵ.

Each subrecipient has agreed to comply with all periodic reporting requirements required by the U.S. Department of Education ("ED"), including those of Section 18004(e) of the CARES Act and posting the required data and information regarding use of the Grant Funds on each of their websites as well as providing the data to Ä¢¹½ÊÓƵ to post on the Ä¢¹½ÊÓƵ website.
